Consultation / Engagement

MTO has been committed to an extensive consultation and engagement program that actively engages and involves members of the public, adjacent property owners, local municipalities and Roads Area Boards, Indigenous Communities, regulatory agencies, businesses and industry. As such, the Project Team welcomes comments regarding the Highway 11/17 four-laning project. All comments received, with the exception of personal information, will become part of the public record.

Notifications

Notification of project milestones (study commencement, Public Information Centres, and public review periods for the ESR Addendum and Design and Construction Report) has been announced through a notice advertised in the Thunder Bay Chronicle-Journal, and Nipigon-Red Rock Gazette and posted on this website. Federal and provincial ministry representatives, local elected officials, Indigenous Communities, emergency services, and other interested stakeholders on the study contact list were notified through direct mail and/or email.

The Notice of Study Commencement was sent in June 2017.

The Notice of Public Information Centre #1 was sent in November 2017.

The Notice of Filing: ESR Addendum was sent in March 2018.

The Notice of Online Public Information Centre #2 was sent in April 2021.

The Notice of Completion was sent in December 2021.

Public Information Centre

External agency and public consultation will take place throughout the study, including two rounds of Public Information Centres (PICs).

Online PIC #2

Due to the on-going global pandemic, PIC #2 is being held virtually. The purpose of PIC #2 is to provide external agencies, interested stakeholders, Indigenous Communities, and members of the community with an opportunity to review and comment on:

  • Detail Design Plan
  • Anticipated environmental affects and proposed mitigation strategies
  • Next steps in the study

The Project Team encourages you to review the PIC #2 materials and request comments be submitted by May 21, 2021 by contacting the Project Team or submitting an online comment form here. Please note comments are welcome at anytime during the study.

PIC #1

The first Public Information Centre (PIC) was held on November 15, 2017 at the Hurkett Community Centre from 4:00 pm to 8:00 pm. The PIC provided external agencies, interested stakeholders, Indigenous Communities, and members of the community with an opportunity to review and comment on:

  • Any updates to the existing environmental conditions / constraints (as identified in the 1997 ESR);
  • The updated preferred plan for the Highway 11/17 four-laning, including any modifications to the preferred plan; and
  • Preliminary environmental impacts and proposed mitigation measures.

The first PIC was held as a drop-in style, open house format as follows:
